A total of 239 Selected Reserve and full-time support Navy Reserve sailors will move up following the fiscal 2016 E-8 and E-9 selection boards.

The reserve board, which convened March 2, considers both drilling reservists and those on active duty in the full-time support community. It is the only enlisted selection board that considers multiple paygrades for advancement.

This year, 1,770 Selected Reserve chief petty officers were considered for advancement to senior chief, with just 138 quotas between the 61 ratings at this level. That's an advancement opportunity of 8 percent this year.

The Reserve did not provide last year's opportunity numbers in the quotas release.

Six ratings advanced 50 percent or more of their eligible chiefs. The best shot to move up was for the minemen, where four of six eligibles will get a star over their chief's anchors.

But as one measure of just how tough it is to make senior chief, 23 ratings had no quotas at all and one rating, ship's serviceman, had no eligible chiefs to consider.

The chance to make SelRes master chief was slightly higher at 10 percent, with 39 of 399 eligible senior chiefs in 18 of 50 competitive categories getting a second star.

The good news at E-9 is that four ratings advanced 100 percent — personnel specialist, mineman, cryptologic technician (networks) and aviation maintenance administrationman.

The bad news is that for 127 ratings and 58 sailors — 39.6 percent of those eligible — there were no quotas at all. Five ratings had no eligible sailors to consider.

For those competing for E-8 in the full-time support community, opportunity dropped slightly — less than a percentage point — to 5.51 percent, down from 6.9 percent last year. Forty-three sailors will move up.

The best opportunity was for career recruiters. The community will advance five sailors, a 29.41 percent opportunity. Six ratings had no eligible sailors and no quotas.

The best advancement opportunity in any Reserve category or paygrade was for full-time support E-8s looking to make master chief. This year's board picked 19 sailors to advance — 17.43 percent of those eligible. That's up from 15 sailors and a 14.71 shot last year.

The reserve did not provide the actual number of total sailors eligible in each rating.
