Of the over 100,000 test-takers, 23.3 percent of them will be moving up the petty-officer ranks this fall. That's a dip from the 24.7 percent in the spring, but still above historic averages, Navy officials say.
This includes 18,491 active-duty sailors, 2,483 drilling reservists and 536 full-time support and canvasser recruiters.

What’s not included on the list are the 2,282 sailors spot advanced by their commands before Oct. 1. However, tThese advancements counted against the quotas for advancement this cycle, however.
