More than 22,000 active, drilling reserve and reserve full-time support sailors will learn they’ve been advanced to the next pay grade in time for their Thanksgiving dinners.
They can be thankful that this cycle affords sailors advancement opportunities that stayed steady with the spring cycle, allowing 24 percent of individual sailors to move up.
But it’s still below the last calendar year’s advancement rate of 27 percent. And last spring, the advancement rate was 26 percent.
A key reason why so many sailors can keep moving upward can be traced to acing their exams. This fall, 90,289 sailors passed their tests, up from 88,124 last spring.
The number of quotas edged up to 21,756, however, only 11 slots above the previous year’s allotment.
The Navy published the data on spring quotas on Monday. The names of those advanced should be released to commands on Tuesday and made public Wednesday.

ACTIVE DUTY
For active-duty sailors, advancement inched up — from a 23 percent chance of moving up in the spring to a 23.5 percent rate for this cycle.
That can be traced to a slight increase in quotas across all three pay grades from 18,795 total quotas, up from 18,584.

RESERVE FULL-TIME SUPPORT
Reserve Full-Time Support sailors saw a slight drop in their advancement chances this cycle after a slight dip last fall. It slipped from a nearly 29 percent advancement rate to 26 percent.
The downturn came after the Full-Time Support community saw quota increases in four out of the previous five advancement cycles.
The number of available quotes rose only by 511 slots this cycle, up eight from the spring, and 233 more sailors passed their exams than in the previous round of advancements.

SELECTED RESERVE
After four consecutive cycles showing advancement increases, the rate for drilling reserve sailors remained flat.
But they still garner the best chance of advancement in the total force — 33.6 percent.
That steady rate of advancements is tied to the 8,423 reservists who passed their exams, 610 more than in the spring.
There were 2,831 slots available this cycle, 206 more than in the spring.
