More than half of the panel's members are new to veterans policy issues, following a trend in recent years. A new process for all appeals of veterans' benefits cases will go into effect on Feb. 19. Both leaders of the House Veterans' Affairs Committee are trying to revive the legislative effort that stalled last month. Lawmakers at a Capitol Hill hearing Thursday questioned whether the Veterans Affairs Department has the authority to change a major deadline for implementing a portion of the Forever GI Bill — and seemingly act as if the original one, mandated by law, never existed.
